The storm has passed. Roads are blocked. Cell service is unreliable. Calls are coming from areas ground crews cannot reach.
Then someone asks the drone team to “go see what it looks like.”
That may be all command knows. Public safety scenes do not always begin with a clean objective or complete briefing. The pilot may have to launch with a broad assignment and narrow it as the picture develops.
The goal is not a perfect mission plan. The goal is information that helps command decide what happens next.
Start with the best question available
A flight may begin with a specific question:
- Can emergency vehicles reach this neighborhood?
- Is anyone stranded beyond the flooded roadway?
- Is the bridge visibly damaged?
- Where is the safest access point?
It may also begin with, “We are getting calls from this area and cannot get anyone there.”
That is still a legitimate starting point. The pilot can begin with reconnaissance, identify the most serious problems, and adjust as new information arrives.
Clear objectives keep a flight from becoming random sightseeing. They should not become blinders. If the pilot is checking a roadway and sees people signaling from a nearby roof, the mission has changed.
One flight may answer several questions
While checking access, the pilot may also see downed utility lines, moving water, a stranded vehicle, structural damage, a safer route, or people needing help.
Communicate immediate life-safety concerns first. Conditions affecting responder safety, access, and resource placement come next. Routine damage documentation can wait.
That is not mission drift. It is prioritization.
The pilot may be doing several jobs
Many departments will not have a pilot, sensor operator, visual observer, air operations coordinator, and data specialist available for every response.
One pilot may control the aircraft, operate the camera, listen to radio traffic, monitor the battery, interpret the image, and report findings.
That can be manageable. The problem begins when every task is treated as equally important at the same time.
Aircraft control, airspace awareness, and safe recovery remain the priorities. When workload increases, the pilot may need to stabilize the aircraft, stop moving the camera, ask for a radio transmission to be repeated, delay a photograph, or land and reset.
Add crew members when the mission and available staffing justify it, not because every flight is expected to have a full team.
Know where you will look first
The locations that matter most after a storm are usually known before hurricane season:
- Public safety stations
- Hospitals and shelters
- Water and wastewater systems
- Communications sites
- Bridges and low-lying roads
- Fuel locations
- Areas with repeated flooding
- Industrial or hazardous-material facilities
Put them on a map. Identify the airspace and practical launch points. Decide which locations are life-safety priorities and which can wait for a later damage survey.
This does not lock the team into a script. It keeps the first operational period from becoming a series of unrelated requests.
A disaster does not create open airspace
Emergency response may bring helicopters, utility aircraft, government aircraft, media aircraft, and other drones into the same area. Temporary Flight Restrictions may also be established.
First responders and other organizations responding to emergencies may be eligible for expedited FAA approval through the Special Governmental Interest process. It is not a blanket emergency exemption. An applicant must already be a current Part 107 remote pilot or a public agency operating under an existing Certificate of Waiver or Authorization. The FAA may then issue the specific waiver, authorization, or COA amendment needed for the qualifying mission.
The team should know:
- Who checks the airspace?
- Who contacts the FAA?
- Who is authorized to submit the request?
- What operating relief is actually needed?
- How will drone activity be coordinated with manned aircraft?
- Who has the authority to suspend UAS operations?
Those questions should not be answered for the first time while a helicopter is working nearby.
Plan for sustained operations
A normal incident may require a few flights. A hurricane can require repeated missions for hours or days.
Know how many batteries are serviceable, how long they take to recharge, whether the available power supply can support the chargers, how batteries will be protected from heat, and whether another aircraft is available if the primary aircraft is damaged.
The advertised maximum flight time is not the same as sustainable operational time.
The real calculation includes:
- Battery reserves
- Wind
- Heat
- Transit time
- Camera use
- Charging time
- Generator or inverter capacity
- Crew fatigue
- The need to keep aircraft available for higher-priority missions
A program that can fly continuously for the first hour and then has no usable batteries has not planned for disaster operations.
Report what command can use
“Pine Street looks bad” is not useful.
A better report sounds like this:
“At 10:42 a.m., water was covering both lanes of Pine Street approximately 300 feet north of Highway 22. The depth could not be confirmed from the air. Utility lines were down along the east shoulder, and no vehicles were observed crossing.”
That identifies the location, condition, immediate hazard, and what remains unknown.
The pilot does not need to narrate every damaged roof, tree, and flooded ditch. Command needs the observations that affect life safety, access, priorities, and resource placement.
The aircraft may find something nobody requested
The team may be assigned to assess a fire station and notice a nearby neighborhood with significantly deeper flooding than previously reported.
The pilot should not ignore that finding because it falls outside the original target.
At the same time, every damaged fence, loose shingle, or fallen limb does not need an immediate radio transmission.
Pilots should prioritize:
- Immediate life-safety concerns
- Hazards to responders or the public
- Conditions affecting access or evacuation
- Damage to critical infrastructure
- Requested damage documentation
- Secondary observations that can be reported later
That hierarchy may change with the incident, but the pilot should not treat all discoveries as equal.
Live video is not automatically situational awareness
Streaming a live feed to a command post can be useful.
It can also become another screen that nobody has time to watch.
Someone still needs to identify the significant observation, place it on a map, record the time and location, and ensure it reaches the correct decision-maker.
The pilot may be able to do that during a lower-complexity flight. During a more demanding mission, the team may need another person to watch the feed, manage incoming requests, or document findings.
The purpose of additional staffing is not to create an idealized team. It is to prevent useful information from being lost while the pilot is focused on safely operating the aircraft.
Know when the aircraft is no longer helping
The answer may still be no when:
- Weather exceeds a safe operating margin
- Manned-aircraft activity cannot be coordinated
- Required airspace authority is unavailable
- The launch or recovery area is unsafe
- The aircraft is damaged or unreliable
- The pilot is fatigued
- The workload has become unmanageable
- The mission is not producing useful information
A drone should reduce risk. It should not become another emergency that incident command has to manage.
The real capability is getting the answer back
A hurricane drone program is not measured by how much video it collects.
It is measured by whether the team can receive an imperfect request, determine what matters most, safely gather the information, adapt when the scene changes, and get a useful answer back to command.
That is what turns an aircraft into an emergency-response capability.
